What does the day look like?
About 30 percent of your day is spent on hiring, engineering levels, and team structure using platforms like Jira, Linear, Notion, and BambooHR. Another 30 percent goes to executive coordination, capital budgeting, vendor contracts (Datadog, Snowflake, GitHub Enterprise), and reporting to board members. Around 20 percent involves reviewing technical architecture, system security, and cloud scalability across Amazon Web Services, Google Cloud Platform, or Microsoft Azure.
Direct coding takes only 10 percent of your time in mid-sized firms, dropping to 0 percent in companies with over 50 engineers. The standard workweek is 45 to 60 hours. Night and weekend interruptions happen during critical production outages or security breaches via PagerDuty escalation.
Will AI replace this job?
ILO 2025 exposure index: 0.38 for ISCO-08 1120 Managing Directors and Chief Executives, in the minimal exposure band; 0.44 for ISCO-08 1330 Information and Communications Technology Service Managers, in Gradient 2 (moderate exposure). This index measures task-level exposure and workflow change, not the job being eliminated. OECD, 2016 gives an automation probability of 0.09 for ISCO 1120 and 0.04 for ISCO 1330. WEF, 2023 lists information technology leadership and software management among groups expecting net positive job growth through 2027.
In this workday, AI is mainly exposed in architecture review documentation, draft GDPR and SOC 2 compliance mapping, first-pass budgeting, exploratory prototyping, and coding. The parts treated as minimally exposed or unexposed are people management, final-round hiring, alignment with executives and board members, cross-department negotiation, crisis management during catastrophic outages, and legal accountability for cybersecurity posture. The dossier's conclusion is not that the technical director disappears, but that high-level management tasks are more likely to be augmented than substituted.
What do you need to start?
No government licence is legally required to work as a CTO in private enterprise; appointments are made directly by company boards. However, over 85 percent of roles at mid-to-large technology companies require a Bachelor of Science (B.Sc.) or Master of Science (M.Sc.) in Computer Science, Software Engineering, or Information Systems. Visas for foreign countries also require a recognised degree.
Employers expect 8 to 12 years of progressive software engineering experience, including 3 to 5 years in team leadership roles such as Team Lead, Engineering Manager, or Head of Engineering. Industry certifications like AWS Certified Solutions Architect - Professional, Google Cloud Professional Cloud Architect, and CISSP are common among senior leaders but cannot substitute for leadership experience.
Where do you study, and for how long?
No academic institution offers a direct degree titled Chief Technology Officer, as the role is reached through progressive engineering careers. In Uzbekistan, you can study foundational 4-year undergraduate degrees in English at Inha University in Tashkent (UZS 30,240,000 per year), Westminster International University in Tashkent (UZS 33,000,000 per year), or Amity University Tashkent (UZS 30,000,000 per year). TUIT / TATU offers 4-year degrees in Uzbek and Russian at UZS 7,400,000 per year without stipend.
Top global destinations include Carnegie Mellon University in the US, offering a 4-year B.S. in Computer Science (USD 64,596 per year). Technical University of Munich in Germany offers a 3-year B.Sc. in Informatics in German and a 2-year M.Sc. in English (EUR 6,000 per year for non-EU students). TU Delft in the Netherlands provides an English-taught 3-year B.Sc. in Computer Science and Engineering (EUR 16,700 per year). KAIST in South Korea offers an English-taught 4-year B.S. (KRW 6,866,000 per year), while Imperial College London offers a 3-year BEng or 4-year MEng in Computing (GBP 41,750 per year).
For visa degree recognition, Germany's ZAB charges EUR 208 (takes 2 to 3 months), UK ENIC charges GBP 49.50 plus VAT (takes 15 working days), and US evaluations through WES cost USD 217 (takes 7 business days). Nostrification of foreign diplomas in Uzbekistan via my.gov.uz costs 2 times the Base Calculated Amount.
Where can you actually work?
The role actively exists in Uzbekistan within fintech firms (Uzum, Payme, Click), commercial banks (Kapitalbank, TBC Bank, Ipak Yuli Bank, Anorbank), telecom operators (Beeline, Ucell, Mobiuz), and IT Park outsourcing companies (EPAM, Exadel). Most local tech directors are promoted internally from lead engineering roles after 3 to 6 years of proven performance.
Full-time remote CTO positions with Western companies are rare due to time-zone friction (5 hours with London, 10 to 12 hours with the US West Coast) and corporate governance rules. However, part-time Fractional CTO consulting (10 to 20 hours per week) is viable. Relocating abroad to the US, UK, or Germany relies on standard high-skilled work visas (such as the EU Blue Card or UK Skilled Worker visa) without bilateral state quotas.
Where are the jobs posted?
Over 70 percent of corporate CTO appointments are filled through executive search firms (such as Egon Zehnder, Heidrick & Struggles, Spencer Stuart) and direct headhunting on LinkedIn. Specialized leadership platforms include Otta (otta.com) for US and European tech roles, Wellfound (wellfound.com) for startup positions, and Y Combinator's Work at a Startup (workatastartup.com).
Regional job boards include StepStone.de and Indeed.de in Germany, CWJobs.co.uk and Jobserve.com in the UK, GulfTalent.com and Bayt.com in the UAE, and hh.uz along with Telegram (@tashkent_tech_jobs) in Uzbekistan. Remote contracts are typically managed via Employer of Record platforms like Deel, Remote.com, or OysterHR. Direct foreign applications without local work authorization have a very low success rate unless supported by an executive search agency.
How much English, honestly?
University entry thresholds vary: Carnegie Mellon University requires TOEFL iBT 102 (25 per section) or IELTS Academic 7.5. Imperial College London requires IELTS Academic 7.0 (minimum 6.5 per element) or Duolingo 125. TU Delft asks for IELTS Academic 6.5 or TOEFL iBT 90, and KAIST accepts TOEFL iBT 83, IELTS 6.5, or Duolingo 115. For TUM in Germany, undergraduate study requires German at C1 level (TestDaF 4x4 or Goethe C1), whereas English Master programmes accept IELTS 6.5 or TOEFL iBT 88.
On the job, you need CEFR C1 to C2 English. A CTO must pitch systems to international venture investors, negotiate multi-million dollar vendor agreements, and present to corporate boards. Everyday conversational B2 English is inadequate for high-stakes legal and technical negotiations. In destinations like Germany or France, executive peers and regulators also require B2 or C1 proficiency in the local language.
