What does the day look like?
You run a whole planning service, not a drawing board. The Leeds City Council post covers a team of 180 staff, with a gross budget of GBP 9,345,000, fee income of GBP 7,400,000 and a net budget of GBP 1,945,000. Tasks: design, promote and administer land-use plans and policies; supervise planning technicians and junior officers; advise elected members and planning committees; negotiate with developers and government agencies; defend the local plan at public examination; sign off delegated decisions on major applications.
Tools: GIS for spatial analysis, CAD for plan drawing, the local authority planning register and committee system, and environmental impact assessment reporting. Shaping places is about 20% of senior time; about 80% is staff management, committee papers, applicant negotiations, budgets, political liaison and appeals. Standard hours are 37 hours per week in UK councils and 35 to 40 hours per week in Canada. There is no night shift and no on-call rota, but evening committee meetings and inquiry deadlines create regular overtime peaks.
