What does the day look like?
A political officer spends 40% of the day on cable drafting and reporting: formal diplomatic cables, sitreps and analytical memos to headquarters on elections, parliamentary bills, regime stability and treaty compliance. 25% is open monitoring: attending parliamentary hearings, reading local news and draft laws, and meeting host-country parliamentarians, party operatives and civil society leaders face to face. 15% is demarches and bilateral negotiation, tracking voting alignments in bodies such as the UN General Assembly, and 20% is visit logistics: briefing books, scene-setters, talking points, motorcade manifests and control-officer duty.
The tools are classified networks and encrypted communications: U.S. State Department ClassNet/SIPRNet and OpenNet, UK FCDO Rosa system, European External Action Service ZEUS/COREU networks, secure cable-drafting software, encrypted diplomatic courier systems, Signal Enterprise and encrypted VoIP handsets. The week is 40 to 50 hours. There is no shift work, but a 24/7 Duty Officer rotation comes every 4 to 8 weeks for 7 consecutive days. The glamorous part — galas and deals with heads of state — is 10% of the day, and the other 90% is desk work: obscure amendments, 3-page briefs on tight deadlines, and booking rooms.
